
Value-Based Outcomes
Appropriate and Value‑Based Care (AVBC) is a national effort led by the Ministry of Health (MOH) to make sure patients across Singapore receive consistently high‑quality care that is appropriate, effective, and well‑coordinated.
AVBC focuses on how care is delivered - ensuring that hospitals and healthcare teams provide care that leads to the best possible outcomes, while avoiding unnecessary variation.
MOH has identified a group of conditions known as AVBC conditions, which are selected because they are common, costly or show wide differences in practices across hospitals. Each condition has a MOH Workgroup where clinical representatives from each public healthcare institution gather to raise care standards nationally so that patients receive consistently good care, regardless of where they are treated.
Measuring Care Quality
To ensure care delivery excellence, hospitals track care quality using a set of agreed indicators known as the Clinical Quality Index (CQI).
These indicators look at important outcomes during and after a hospital stay, such as complications, unplanned readmissions, length of hospital stay etc. By reviewing these outcomes together with the cost of care, hospitals can identify what works best and continuously improve care delivery.

Well-Being and Preventive Care
Care goes beyond treating illness - it emphasizes prevention, early detection and long-term well-being, helping patients stay healthy longer.
Patient Reported Outcome Measures (PROMs) are surveys that help patients report outcomes relating to their health & wellbeing to their care provider. They allow patients to share with the healthcare team their symptoms, wellbeing, and concerns, which are used to guide their care plans according to their preferences.
Why are PROMs important?
By sharing what matters most, the healthcare team can better understand how patients are really feeling, what symptoms affect them most, and whether their current care plan is effective.
This helps the care team work with patients, not just for patients.
How can PROMs improve patient care?
How to go about using PROMs?
- Based on one’s condition, the healthcare team will suggest which PROMs are suitable, how to complete them, and how often one is encouraged to do PROMs.
- Patients may be asked to complete them during their clinical appointment before consultation.
Patients may also receive an SMS notifying them to complete PROMs online between follow-up appointments.
