Dr Dominique Phang is a Principal Family Physician at NHG Ang Mo Kio Polyclinic. She graduated from the National University of Singapore with an MBBS in 2003 and completed the Family Medicine Modular Course, gaining accreditation as a Family Physician by the Family Physicians Accreditation Board and the Singapore Medical Council in 2013. She also holds a membership with the Royal College of Surgeons of Edinburgh (MRCSEd, 2007) and a Graduate Diploma in Mental Health (2024).
With over 20 years of clinical experience, Dr Phang developed expertise in chronic disease management, minor surgical procedures, mental health, women’s health, child development, and telemedicine. Her early training in general surgery and emergency medicine laid a strong foundation for her work in primary care. She is particularly passionate about improving healthcare access for individuals with autism and other disabilities, with a deep commitment to person-centred care and holistic support for caregivers.
Dr Phang has held several key leadership roles throughout her career. She served as Deputy Head of NHG Ang Mo Kio Polyclinic from 2021 to 2022, contributing significantly to service development and team management during the COVID-19 pandemic. She currently leads the NHG Polyclinics Minor Procedure Specialty Advisory Group (SAG), which provides clinical leadership and oversight to ensure safe, standardised, and high-quality minor surgical services across NHG Polyclinics. Locally, she is the doctor-in-charge of both the Minor Procedure Service and Community Engagement at NHG Ang Mo Kio Polyclinic. She is actively involved in Quality and Patient Safety efforts and contributes as part of the team leading NHG Polyclinics' work under the Ensure Safer Systems (ESS) programme. She also represents NHG Polyclinics in the MOM-Clusters-Anchor Operators Clinical Forum.
Beyond clinical leadership, Dr Phang is deeply engaged in advancing disability inclusion in healthcare and the wider community. She has spearheaded partnerships with Pathlight School (ARC) and MINDS, creating structured learning journeys and exposure opportunities that foster inclusive care environments and build understanding among healthcare teams.
Her commitment to public service extends into the education sector as well. As a member of the Ministry of Education’s National Advisory COMPASS Council, she works to strengthen school-home-community partnerships. This role supports greater collaboration between families, educators, and community stakeholders to promote student well-being and holistic development.
Dr Phang’s service and contributions have been recognised with several awards. She received The Commendation Medal (COVID-19) in 2022 for her leadership and dedication during the pandemic, and the Healthcare Humanity Award in 2015, which pays tribute to healthcare professionals who go beyond the call of duty to offer care and compassion to those in need. Earlier in her career, she was also honoured with the Best Medical Officer and Best House Officer awards.
Through her clinical leadership, advocacy, and community involvement, Dr Phang continues to champion person-centred, inclusive care—supporting individuals with disabilities and their families, and building bridges across healthcare, education, and community sectors.
