Dr Irwin Clement Alphonsus Chung Wai Hoong is Family Physician, Associate Consultant and Head of NHG Sembawang Polyclinic. He also served as Director of the Primary Care Academy from 2017 to 2023. During his tenure, PCA attained Basic Cardiac Life Support Instructor Training Centre accreditation and obtained SkillsFuture Singapore and National Silver Academy funding for many of its public-facing courses. His team was also instrumental in developing the first-of-its-kind NHG HSG Primer for General Practice, which continues to run to this day in support of the national Healthier SG initiative.

Dr Chung graduated from the National University of Singapore with an MBBS in 1999. He subsequently completed his Master of Medicine (Family Medicine) in 2006 and became a Member of the College of Family Physicians, Singapore in 2009.

His areas of clinical interest include women’s health and orthopaedics. He runs a Family Physician Clinic at NHG Sembawang Polyclinic. His expertise spans across various areas including clinical practice improvement, healthcare leadership, and integrated care. He has contributed significantly to medical education and healthcare system improvement through his involvement in multiple national-level committees and workgroups.

He has extensive experience in primary care, community hospital management, and palliative care programmes. His leadership roles include serving as Medical Director at Ang Mo Kio – Thye Hua Kwan Hospital (2009-2012), Director of Palliative Care Programmes (2012-2014), and Deputy Chief of Care Integration Division at AIC (2015-2016).

As a committed educator, Dr Chung holds several teaching appointments including Clinical Tutor at Duke-NUS Graduate Medical School, Yong Loo Lin School of Medicine, and the College of Family Physicians, Singapore. He also serves as a Clinical Tutor and Faculty Examiner for the Graduate Diploma in Family Medicine. He is actively involved in several healthcare committees and advisory boards and has been a scientific committee member for the Singapore Health and Biomedical Congress annually since 2017.

Dr Chung maintains active involvement in research and academic activities, having presented at various international conferences and contributed to publications in the field of family medicine and integrated care. He continues to shape primary healthcare delivery through his leadership roles and commitment to medical education and innovation.
