Dr Lee Biing Ming Simon is the Chief Operating Officer, Chief Clinical Informatics Officer and Family Physician, Consultant at NHG Polyclinics. Dr Lee graduated from the National University of Singapore with a MBBS in 1996. He subsequently obtained his Master of Medicine (Family Medicine) in 2008 and is accredited by the Family Physicians Accreditation Board as a Family Physician.
As part of his professional development, Dr Lee received the MOH Health Manpower Development Plan (Medical) Award in 2011 and underwent training at Imperial College London and Imperial College Healthcare NHG Trust, where he gained expertise in Primary Care and Cardiology. He is the immediate past Key Specialty Advisor for the Cardiology Specialty Advisory Group, and has a special interest in Hypertension, being a member of the MOH Workgroup which drafted the Hypertension Clinical Practice Guidelines released in November 2017, and co-chair of the Agency for Care Effectiveness Expert Group which released the Clinical Guidance for Hypertension in December 2023. His contribution to postgraduate medical education as a Tutor for the Graduate Diploma in Family Medicine for many years was recognised by the College of Family Physicians Singapore with the College Teachers' Award in 2017 and the Distinguished Educators' Award in 2024.
Dr Lee also received the MOH Health Manpower Development Plan (Admin) Award in 2016 and completed the Executive Development Programme at the University of Chicago Booth School of Business, as well as various Ministry of Health Holdings’ leadership milestone programmes such as the Strategic Leaders Programme and the inaugural Leaders for Singapore Healthcare programme.
Throughout his career, Dr Lee has taken on key leadership roles, including serving as the Head of NHG Yishun Polyclinic during which he oversaw the clinic's move and subsequent expansion, Chief Data Officer for NHG Polyclinics, Deputy Chair of the NHG COVID-19 Vaccination Operations Taskforce and Chair of NHG Cluster IT Executive Committee which provided direction, endorsement and execution of NHG Health's IT initiatives. Currently, he is responsible for operations, facilities development and management, information technology and data protection within NHG Polyclinics.
In recognition of his contributions to public healthcare, Dr Lee has received various cluster and national awards, such as the NHG Outstanding Citizenship Award in 2021, the Public Administration Medal (Bronze) in 2022, the Public Administration Medal (Bronze) (COVID-19) and the COVID-19 Resilience Medal in 2023.
