Dr Philip F Stanley has been a Consultant at Khoo Teck Puat Hospital since July 2010. He is a Diplomate of the American Board of Ophthalmology since 1997 and a Cornea Specialist registered in Singapore, while holding active medical licences in California and Maryland. He serves as a Clinical Senior Lecturer at the National University of Singapore's Yong Loo Lin School of Medicine and as Clinical Teacher/Clinical Practice Facilitator/Content Expert at Lee Kong Chian School of Medicine.
Dr Stanley is a Fellow of the American College of Surgeons, a member of Alpha Omega Alpha Medical Honour Society, American Society of Cataract and Refractive Surgeons, American Academy of Ophthalmology, Sigma Iota Epsilon Honorary Management Fraternity, and Beta Gamma Sigma, the international honour society for collegiate schools of business.
Commander Stanley retired from the US Navy in July 2010 after 27 years of active service. His postings as a Consultant Ophthalmologist included San Diego, CA, Okinawa, Japan and Guam. While in Okinawa, he completed his Master of Business Administration degree while serving as department head. He was deployed as Consultant Ophthalmologist aboard USNS COMFORT (T-AH 20) during Operation Continuing Promise in 2009, providing humanitarian eye surgery in Central and South America. His final post before retiring was as Director of Cornea and Refractive Surgery at National Naval Medical Center, Bethesda, Maryland, where he was active in teaching, research and direct patient care. He has been performing mission-enhancing laser refractive surgery (PRK and LASIK) on active duty personnel since 1996.
After graduating from Tulane University, New Orleans, Louisiana, Ensign Stanley entered the US Navy in 1983 and qualified as a Surface Warfare Officer. Following several Western Pacific deployments on USS Niagara Falls (AFS-3), he was selected to attend medical school. He completed his medical degree at the Uniformed Services University of the Health Sciences, Bethesda, Maryland in 1990, followed by a transitional internship at Naval Medical Center San Diego, CA. Prior to his ophthalmology residency, Dr Stanley served as an Emergency Department physician at Subic Bay Naval Hospital, Republic of the Philippines until the base closure in 1992. He completed his ophthalmology residency at the Naval Medical Center San Diego in 1996, and in 2008, a cornea, external disease, and refractive surgery fellowship at the Wilmer Eye Institute, Johns Hopkins Hospital, Baltimore, Maryland.
