Chairman: Mr Soh Gim Teik

Mr Soh Gim Teik is a Partner in Finix Corporate Advisory LLP which is involved in advising organisations on board and directorship matters in the areas of strategic management, corporate structure, finance and corporate governance.

 

He holds various board appointments in a number of SGX listed, private and public sector organisations as an Independent Director. Mr Soh also serves as the Audit and Risk Committee Chairman of MOH Holdings Pte Ltd.

 

In other areas, he is presently a member of the Advisory Committee on Accounting Standards for Statutory Boards with the Accountant-General's Office and is a Panel Member of both the Institute of Singapore Chartered Accountants (ISCA) and SGX disciplinary panels.

 

He joined the NHG Fund Board as Director on 1st June 2021, and was appointed as Chairman of the Board on 1st September 2021. 

Director: Mr Joe Sim

Mr Joe Sim is an accomplished veteran in the healthcare industry with 22 years of experience in leadership position in both the public and private sector.

 

Mr Sim is the Group Chief Executive Officer of National Healthcare Group (NHG), a leader in public healthcare in Singapore recognised for the quality of its medical expertise and facilities, through an integrated system of primary care polyclinics, acute care and tertiary hospitals, and national specialty centres.

 

Before joining NHG, Mr Sim was the Group Chief Operating Officer of IHH Healthcare Berhad where he was instrumental in providing strategic direction and leadership for the Group’s integrated healthcare businesses for local and overseas markets. He joined IHH in June 2017 as the Chief Executive Officer of Malaysia Operations Division, overseeing the operations and management for IHH’s business units in Malaysia, which includes a network of 15 Gleneagles and Pantai hospitals and ancillary services such as Pantai Integrated Rehab and Pantai Premier Pathology.

 

Prior to IHH, Mr Sim was Deputy Chief Executive of the National University Health System (NUHS), one of the three public healthcare clusters in Singapore. He was also the CEO of the National University Hospital (NUH) from 2009-2016, and Adjunct Associate Professor with the NUS School of Medicine and NUS School of Public Health. Between 2008 and 2015, Mr Sim also taught at the Nanyang Business School, Nanyang Technological University, during which he was recognised with a Teacher of the Year Award. In recognition of his achievements in NUH, Mr Sim was awarded the Leading CEO Award by Singapore Human Resources Institute in 2014.

 

Mr Sim started his healthcare career in National Healthcare Group (NHG), Singapore, as its Chief Corporate Development Officer from 2002-2008. During his stint with NHG, he also held various roles including acting Chief Information Officer and acting CEO for New Ventures.

 

Before he joined the healthcare industry, Mr Sim had a diverse experience in both the public and private sector. He began his career with the elite Singapore Administrative Service, holding various key portfolios at the Ministry of Finance, Community Development Council and Ministry of Defence. In 2000, he left the service and founded a start-up that developed business-to-business trading hubs before joining Accenture where he was responsible for developing thought leadership, concepts and innovations on next-generation revenue agency for the Inland Revenue Authority of Singapore.

 

Mr Sim joined the NHG Fund Board as Director on 1 January 2024. In addition to his directorship at NHG Fund, Mr Sim is also Administrator of the Fund.

Director: Ms Goh Soon Poh

Ms Goh Soon Poh served 40 years in the Singapore Public Service before she retired in February 2025 upon completion of a 6-year term as the Auditor-General of Singapore. 

 

Prior to this appointment, she held Deputy Secretary positions in various ministries, including the Ministry of Education, the Ministry of Finance, Public Service Division, the Ministry of Home Affairs and the Prime Minister’s Office.  Her portfolios ranged from policy work to corporate work (HR, finance, procurement, Internal Audit). 

 

In recognition of her contributions to the Public Service, Ms Goh was awarded the Public Administration Medal (Gold) in 2015.

 

Ms Goh studied Economics at Cambridge University on a PSC Overseas Merit Scholarship.  She has also attended the Advanced Management Programme at INSEAD Business School, Singapore.

Director: Ms Fang Eu-Lin

Ms Fang is a Singapore Chartered Accountant and leads the Sustainability & Climate Change practice at PwC Singapore. She has worked in London and Singapore and served clients across financial services, government, real estate, marine, oil and gas, consumer, resources and telecommunications. Her experiences are across advisory and audit. Ms Fang graduated with a Masters in Public Administration from Harvard Kennedy School, Harvard University. She is an Edwards S. Mason Fellow and an alumnus of Harvard Business School. 

 

Ms Fang serves on not-for-profit boards where she is a board member and Audit & Risk Committee Chairman of a healthcare related board and board member and Audit & Risk Committee Chairman of an international school. She is also the board member of an Institute of Higher Learning where she sits as an Audit Committee member and the Deputy Chairman of its business school. 

 

She joined the NHG Fund Board as Director on 1st June 2021. 

Director: Dr Tan Chi Chiu

Dr Tan is a Gastroenterologist, Medical Advisory Board Member and Chairman of the Endoscopy Committee of Gleneagles Hospital. He is Chairman of the Lien Centre for Social Innovation at SMU and Board Member of UBS Optimus Foundation Singapore, Tan Tock Seng Hospital Community Fund, St Andrew’s Nursing Homes, Church of our Saviour and World Harvest Initiative. He is Chairman of Singapore Medical Council’s Medical Ethics Committee and a member of the Ministry of Health’s National Telemedicine Guidelines Review Committee. He is active in international community development, humanitarian and disaster relief and has received numerous national and international military and civilian awards for his contributions. He is alumnus of Harvard Business School through the Advanced Management Program and of Columbia University through the Columbia Coaching Certification Program. He is a professional Executive and Organisational Coach and Mentor. 


He joined the NHG Fund Board as Director on 1st June 2021.
