To ensure quality eye care remains accessible and affordable, TTSH opened its first Community Eye Clinic (CEC) at Hougang Polyclinic in July 2018. This was followed by the second CEC at Geylang Polyclinic in July 2019 and the third at Ang Mo Kio Specialist Centre (AMKSC) in January 2020.

Under this nationwide initiative, harmonised referral guidelines, consultation charges, and care protocols have been established across National Healthcare Group Eye Institute (NHGEI), National University Hospital Singapore (NUHS), and Singapore National Eye Centre (SNEC). As a result, patients with non-urgent, stable eye conditions can now be seen by clinically accredited optometrists in their local communities. This approach offers shorter appointment waiting times for first-time referrals and consultation at more convenient locations.

CECs are managed by optometrists and eye doctors from various hospitals, working closely with Polyclinic and Family Medicine Centre (FMC) teams. These clinics can diagnose, treat, and monitor patients with stable and non-complex eye problems, reducing the need for hospital visits. Additionally, CECs are equipped to detect critical eye conditions and refer such patients to hospitals when necessary. The clinics also focus on patient education and disease prevention, contributing to overall eye health in the community.
