Mr Ng How Yue currently serves as the Permanent Secretary (Services) at the Ministry of Health and the Permanent Secretary (Development) at the Ministry of Social and Family Development. Prior to that, he was the Permanent Secretary (Health Development) at the Ministry of Health in December 2019, Permanent Secretary at the Ministry of Law in December 2014.

Mr Ng was the Second Permanent Secretary at the Ministry of Trade & Industry in October 2011 and before that served as the Principal Private Secretary to the Prime Minister from September 2008. Mr Ng holds a Bachelor's Degree in Electrical and Electronics Engineering from the University of London, Imperial College, and a Master of Science in Management from Stanford University.
